(1752-1835), a delegate to the Continental Congresses from 1785 to 1788, was the framer of the celebrated Ordinance of 1787 for the government of the Northwest Territory. In 1811 he was appointed to revise and publish the charters of Massachusetts, and in 1812 to publish the statutes. He was a delegate to the Hartford Convention in 1814.
