(1743-1787), was a delegate from Maryland to the Continental Congress from 1775 to 1779, and signed the Declaration of Independence. From 1779 to 1783 he was a prominent member of the Maryland Senate. He again served in the Continental Congress from 1784 to 1785. He was a member of the committee to draft a plan of confederation.
