Born in 1835, of New Hampshire, politician and Senator, was several times member of the Legislature of his State and twice Speaker of its House of Representatives. From the time of his coming of age he has been an active Republican politician and secretary of its national committee from 1868 to 1876, was Secretary of the Navy from 1882 to 1885 and was elected U. S. Senator in 1889 for a term to expire in 1895.
