born in 1838, English historian, wrote a "History of the Rise and Influence of the Spirit of Rationalism in Europe," and a "History of European Morals from Augustus to Charlemagne," but is of especial interest to Americans as the author of a "History of England in the Eighteenth Century," publication of which began in 1878, which gives an admirable account of the American Revolution from the modern English point of view.
