Congressman and Governor of Ohio, was born at Niles, O., in 1844, and served as a volunteer in the Civil War. He was a member of the House of Representatives from 1877 to 1891, and as chairman of the Committee of Ways and Means had the chief hand in framing the Tariff Act of October 1, 1890, commonly called the McKinley Act. From January, 1892, to January, 1894, he was Governor of Ohio, and was re-elected for the term next ensuing.
